Quantum Governance

The problem
Modern AI is trained to answer. Governed intelligence must know when not to collapse.
Most systems treat uncertainty as a prompt to generate, approximate, rank, or guess. That creates drift when more than one state may still be possible.
Quantum governance gives that problem a lawful shape: hold the possibilities apart, preserve the constraints, and resolve only when evidence and authority allow the state to become deterministic.
