Quantum Governance

Quantum is the advanced governed layer for possibility-state behavior. It explains how governed intelligence handles overlapping possible states, unresolved conditions, constraint fields, lawful collapse, and deterministic resolution without guessing, hallucinating, blending, or forcing an answer before authority exists.

The problem

Modern AI is trained to answer. Governed intelligence must know when not to collapse.
